This is a glossary of commonly used VERIFI and DMV terms:
Definitions and Abbreviations
ACH (Automated Clearing House) |
A nationwide electronic network for financial transactions. |
Auction |
A system user that sells motor vehicles on behalf of wholesale Dealers without ever taking ownership of a vehicle. |
Consignment |
A car belonging to one Dealer, but being displayed by another Dealer. |
Customer Activity Transaction Database (CAT) |
A DMV database to house and recall temporary registration information, as well as validate continuity of ownership. |
Dealer |
A dealer as defined in section 415(1)(a) of the Vehicle and Traffic Law as excerpted as follows: “a person engaged in the business of buying, selling or dealing in motor vehicles, motorcycles or trailers, other than mobile homes or manufactured homes, at retail or wholesale; except, however, trailers with an unladen weight of less than one thousand pounds…Any person who sells, or offers for sale more than five motor vehicles, motorcycles or trailers in any calendar year or who displays or permits the display of three or more motor vehicles, motorcycles or trailers for sale at any one time or within any one calendar month upon premises owned or controlled by him or her, if such vehicles were purchased, acquired or otherwise obtained by such person for the purpose of resale, will be regarded as a dealer…” |
Wholesale Dealer |
A wholesale dealer as defined in section 415(1)(e) of the Vehicle and Traffic Law as excerpted as follows: “a dealer whose business consists exclusively of buying, selling or dealing in motor vehicles, motorcycles or trailers at wholesale.” |
DMV |

DMS |
Dealer Management System is private software used by Dealers to maintain an electronic inventory of their vehicles, save customer information, and perform other administrative functions. |
Dealer Plate Issuance (DPI) |
This program permits certain retail Dealers to issue temporary registration certificates with appropriate number plates to their own customers. |
Electronic MV-50 or eMV-50 |
Used in this document to refer to the transaction of either a MV-50 or a MV-50W in the VERIFI System. Electronic MV-50/eMV50 - Replaces secure paper MV-50 and is obtained, completed and submitted via the VERIFI system. |
Eligible Dealer / Non Exempt Dealer |
Dealers who are not exempt from using VERIFI. |
Enrolled Dealer |
A New York Dealer who has the applicable sign-in credentials for the System and has signed their Facility Participation Agreement. |
Exempt Dealer |
A New York Dealer that has met the exemption criteria established by amendments to Part 78.9 of the Commissioner’s regulations, and is exempted from having to enroll in the VERIFI System program. |
Facility File |
DMV database containing information about registered Dealers. |
Facility ID |
This is the 7-digit number assigned to your dealership by the DMV. You can locate it on the Official Business Certificate issued by DMV, or on the cover of MV-50 books assigned to your dealer. |
Facility Participation Agreement |
Document signed by each Dealer participating in the VERIFI system detailing terms of use and payments. |
ITP |
In-transit Permit (ITP): a secure document issued by a Dealer to an out-of-state customer to allow the customer to drive the vehicle back to their state of residence to register the vehicle. DMV provides ITPs to Dealers and tracks which ITPs belong to which Dealers. |
MCO |
Manufacturer’s Certificate of Origin |
MV-50 (Retail Certificate of Sale) |
A DMV form used by dealers to transfer ownership of vehicles. Since the new VERIFI System will likely not produce an MV-50 in its current form, the retail certificate of sale will be referred to in this document as the “sale receipt”. |
MV-50W (Wholesale Certificate of Sale) |
A DMV form used by wholesale dealers to transfer ownership of vehicles to other dealers. |

Retail Sale |
A vehicle sold by a registered dealer to a consumer |
SAFIRE |
Stickers And Forms Integrated Record-keeping Environment used by DMV to track orders of paper forms MV-50s and MV-93s. Also keeps track of credits issued to dealers. |
TCR (Temporary Certificate of Registration) |
A DMV form currently attached to the form MV-50. The new VERIFI System will print this document for dealers to affix to the vehicle’s windshield, as temporary proof of registration, until the customer receives their registration sticker from DMV. |
TIMA |
Truth in Mileage Act of 1986: Federal law mandating that any application for title of a motor vehicle must contain a statement, signed by the transferor, disclosing the mileage of the motor vehicle. |

Wholesale Sale |
A vehicle sold by a registered dealer to another registered dealer or to a person engaged in wholesale buying and selling of vehicles. Wholesale Dealers cannot make retail sales. |
WISE |
Windows Information System Environment, used by DMV to complete transactions at issuing offices across the state. |
