Acceptable Reasons to Issue Secure Paper MV-50’s

On 05/05/2020, NYS DMV announced that dealers should use eMV-50’s on ALL transfers -- see TOTW #86 entitled “NHSTA Rule Change.” Since this announcement, over 77,000 eMV-50’s have been issued for both wholesale and retail out-of-state sales.

Many dealers continue to issue secure paper MV-50’s for out-of-state and auction sales where eMV-50’s are required. This practice is a violation of DMV regulations and may invite administrative action against noncompliant dealers. 

Secure paper MV-50’s should only be used under the following circumstances: 

• Power Outage
• Internet Outage
• Private Sector Partner Outage
• Other (i.e., Correction/Retain Original Sale Date)

Although the drop-down menu continues to offer “Out-of-State Sale” and “Wholesale Auction Sale” as options, these are now obsolete and will be removed effective 08/27/2020.  “Other” will also be revised to more accurately reflect “Correction/Retain Original Sale Date.”
