Automotive sales - COVID-19 Guidance Issued by Empire State Development Corporation
A recent addition to the COVID-19 guidance issued by the Empire State Development Corporation provides that essential services include “automotive sales conducted remotely or electronically, with in-person vehicle return and delivery by appointment only.”
During the period of the ordered work reduction for COVID-19 safety, dealers must continue to comply with the relevant guidance and directives for maintaining a clean and safe work environment issued by the Department of Health, and every business is strongly urged to maintain social distance to the extent possible.
Dealers must obtain customer signatures on the MV-82, eMV-50 and purchase agreement in a manner that complies with DOH guidance and directives.
VERIFI is operational and available for processing transfers. Dealers should continue to issue eMV-50s where required and not rely on secure paper MV-50s beyond what’s allowed under current regulations.
Dealers in the Partnering Program should resume sending their paperwork to that unit.

Dealers that have historically sent their paperwork to a county clerk office should contact that office to confirm that the office is open and available to process dealer work.
Dealers that are not in the Partnering Program or the Plate Issuance Program can also mail their paperwork to Central Dealers Unit.
Temporary certificates of registration (TCR) are valid for 45 days.
Dealers must submit paperwork to DMV within 5 days of sale.
