Dealers are required to use eMV-50s for all in-state sales.
Dealers are not permitted to use secure paper MV-50s for in-state sales as a work around to accommodate delivery dates, lenders, lienholders, leasing companies or other prohibited scenarios.
Dealers are only permitted to use a secure paper MV-50 when:
- Your facility is “Exempt” (Sells less than 10 vehicles per year.)
- Sale to out-of-state purchaser
- Power outage
- Internet outage
- Private Sector Partner outage (For PSP dealers)
- Sale at wholesale dealer auction, or
Dealers should only select “OTHER” when directed by either the DMV or the Help Desk.
Inappropriate use of secure paper MV-50s routinely causes downstream headaches for dealers when the DMV processes the permanent registrations.
Beginning next week, dealers who are issuing secure paper MV-50s to in-state purchasers - in violation of DMV regulations - will receive recurring, weekly emails intended to put them on notice of their non-compliance. DMV will soon begin addressing these regulatory violations with the dealers in question.
