This was happening from August 13, 2018 - October 31, 2018 and would occur when a dealer submitted an eMV-50 or logged a secure paper MV-50 while transferring plates and VERIFI received an error from DMV’s data service that said Multiple Registration records found for this Vehicle. In this case, the DMV had multiple registration records.
The DMV released an update to their systems on November 1, 2018 to address this issue and this issue has been fixed.
