This field would be Yes if a NYS Title is going to be issued, i.e. if an MV-82 form is needed for the transfer. It would be No if the Vehicle is going to be titled outside of NY and a NYS Title is not needed.

THIS IS OUTDATED, AS PER VERIFI SUPPORT TEAM " IN THE SUMMER OF 2020 THE DMV MADE CHANGES ON HOW OUT OF STATE TRASFERS ARE DONE IN VERIFI."
YOU WILL SELECT YES EVEN IN THE CASE OF IT BEING TITLED OUT OF STATE.
