VERIFI displays this error when the Plate/ITP you are trying to issue has not been marked ‘Available’ (maybe you marked it Issued or haven't marked the status of each Plate/ITP). Once you mark the Plate/ITP as available, VERIFI will make the Plate/ITP assignable and you will be able to submit the transfer.
Note: If you have accepted the Plate/ITP that you are trying to issue AND it has been marked Available, but you still get an error please delete the draft transfer and try again. The reason this happens is because you accepted the Plate/ITP AFTER the transfer draft was created.
