Why can't I save a draft (vehicle or transfer) with the incorrect mileage?

Unfortunately, this is a system restriction based on DMV's regulations. VERIFI checks with DMV's systems for odometer data (mileage) and certificate condition and will not let you save a draft with incorrect information.
